Unfortunately, this is how they grow. Quite often, these long shoots have adventitious roots on, which they use as a way to climb, but in the house, they tend to just cling a bit onto the wall, or a wire that they can use for support.
In time, this will sprout some leaves, most likely, but they will always have long bare spots.
I have only ever seen one Hoya that didn't look like this, and it was a different variety.
If you don't like the way this looks, you can cut it off. Chances are it will do the same thing again, but it also could make more leafy branches instead, right from the base.
