Some kind of Pachyphytum

This looks like a Pachyphytum, which is a large genus of succulent plants.
They are notorious for losing their leaves, which fall off at the slightest movement. This could be what has happened to it, as every single one of the fallen leaves will sprout, just like this, forming a little forest of plants.

Don’t overwater!

Pachyphytum don’t like too much water. The leaves will split if it’s overwatered. From what I see in your pic, the lower leaves are yellowing, which means that it could do with some fertilizer. More about that on this page; Best Fertilizer for Succulents
