Picture?

Dear RO, a picture of your situation would have really helped here.

For one thing, it would tell me how close to the old stump the new shoot is coming up, which would indicate how difficult or easy this would be.

I’m going to assume you have dug down a bit, to see if the root where this sprout originates is alive at the outer end, or near the stump. Often old trees give up the ghost, leaving a young tree in its place. In this case, if it doesn’t have any of its own roots growing, this is not going to be successful.

Either way, after you do more investigation, carefully so you don’t damage any roots that might still be viable, try to cut through any big dead roots, or even the one the sprout is coming from.

I would leave it in place and water it occasionally after you disturb it. Next spring, or when it’s dormant and before it grows, dig a trench around it, cutting any large roots still in the hole, and try to free it.

Sorry I can’t give you more explicit instructions, but this is something that needs to be seen in person – even those valuable pictures wouldn’t give enough information.
