This is Sempervivum, one of my favorite hardy succulents. Note the hardy part. That means they are meant to live outdoors, and won't be happy inside. Read; they get bugs if you try to grow them as houseplants, and will die.
See this page on how to grow them and get it outside quick, so it has time to harden off to get ready for the winter. I've seen lots of these plants mistakenly brought inside, and invariably they get aphids. Don't make this mistake! They are one of the toughest and most beautiful plants, but only if they're given a lot of cold temperatures to bring out their full potential.
