Drought Smart Plants reply:
Hi Cheryl, your plant is some type of Delosperma, or Ice Plant. This is grown in many public places as a xeriscaping plant - it's tough, colourful and drought resistant. I've also seen it sold as a bedding plant or for hanging baskets, where it will bloom all summer without much care. The flowers will open in the sun, and close at night and on cloudy days. Good choice!
