Crassula perfiolata var. falcata

This is Crassula perfiolata var. falcata, otherwise known as Propeller Plant, Red Crassula, Airplane Plant, Scarlet Paintbrush and Keiserkroon.

It sounds as though you have the perfect situation for it, in your Californian garden. The trick with it seems to be totally dry soil in the summer, and over watering it is the knell of doom.
