Drought Smart Plants reply: My guess is...Calliopsis, or Coreopsis. Without seeing a closer up view of the leaves it's hard to tell.
These are annuals or short lived perennials, which can reseed themselves if they're in a prairie grassland type of situation, and are grown extensively in native plant groupings.
There are many variations of the colors of the blooms - some are plain yellow, and the bands of mahogany can be broader or narrower in different populations.
Best grown as in this group, in a large swath for the full effect of the blooms.
