a Green Leaves plant with a weird Red Rose ! can anyone tell me the name ????

This appears to be a Salvia variety, which are grown as annual plants for planting in masses and drifts in beds.
Their flowers attract hummingbirds, if you're lucky enough to live where you get those visiting, and the bright flowers are long lasting and colorful. However, they won't last long if you try and use them as a cut flower - they're best displayed in your garden.
Annual plants won't withstand any frost, so a warm bright area is best, and although the related Sage is drought tolerant, these will bloom best with ample water.
This particular plant is Salvia splendens, which is available with red, purple, white and pink flowers, depending on the variety.
