Monadenium ritchiei

This looks like Monadenium ritchiei, which is of the Euphorbia family. Quite often, there are differences between plants which is due to being seed grown in some cases. Growing them by taking cuttings means that they’re identical, genetically. More on succulent plant propagation.
They need a carefully regimented watering schedule – don’t over water them. When you do give it a drink, make it a good one, until water runs out of the drain holes.
The fact that you’re displaying it up off the ground on top of another pot is great – this means it will never get water logged.
Also, growing these plants in clay pots gives them the perfect growing conditions – they like the air exchange that the porous clay gives them. See more about terracotta clay pots here.
In time, it could flower if it’s happy. The leaves are temporary, and fall off, depending on the time of year, and if they’ve been given a good drought period.
